About The Event

This event will explore how EU tax and customs policy can act as key enablers of circular and cross-border trade, with a particular focus on second-hand and C2C markets. Set against the backdrop of ongoing discussions on Green VAT, the forthcoming DAC recast, and the EU Customs Reform, the roundtable will convene policymakers, Member State representatives, international organisations and industry stakeholders for a focused and forward-looking exchange.

What to expect

The programme will open with remarks from eBay’s Cathy Foster, VP Global Government Relations, and Heather Jurek, VP Tax. Three thematic discussions will then address:

  • From margin schemes to Green VAT: implications for circular and second-hand trade.
  • Rethinking DAC7 and its impact on circular C2C markets.
  • Designing a customs framework fit for reuse markets, including the treatment of duties, import VAT and handling fees in cross-border transactions.
